Cindy Butts appointed as the first Independent Public Advocate

Ms Butts to commence in post later this month following last week’s endorsement by the Justice Select Committee.

The Ministry of Justice has appointed Cindy Butts as the first Independent Public Advocate (IPA) – a landmark role created under the Victims and Prisoners Act 2024 to ensure victims of future major incidents are supported, heard, and never left to navigate complex systems alone.  

As the IPA, Ms Butts will act as an independent voice for victims, championing their interests and holding public authorities and government departments to account. She will provide clear, impartial support in the immediate aftermath of a major incident and throughout investigations, inquests, and inquiries – helping victims understand their rights and access the information they need, while amplifying their voices at every stage.  

Ms Butts brings over 20 years of senior public service experience, rooted in justice, equality, and advocacy for those failed by institutions. She chaired the Independent Commission for Equity in Cricket, publishing the landmark Holding up a Mirror to Cricket report in 2023, and previously served as a Commissioner at the Independent Police Complaints Commission during the Hillsborough investigation.  

Responding to her appointment, Cindy Butts said:  

“I am honoured to take on the responsibility of Independent Public Advocate. This role was born out of the Hillsborough tragedy and the families’ decades-long fight for truth and justice – a struggle that has sadly been repeated in other tragedies since.   

“In the aftermath of a major tragedy, survivors and bereaved families deserve dignity, support, and to be heard. The burden of seeking truth and justice must rest with the system – never with those who have already endured such devastating loss.  

“My commitment is to be a strong and independent advocate, amplifying the voices of survivors and bereaved families at the highest level, and relentlessly driving forward their rightful pursuit for truth, justice, accountability, and lasting change.”  

Cindy Butts will formally take up the post from 23 September 2025.

  • Ms Butts was announced as the Lord Chancellor’s preferred candidate in July and endorsed by the Justice Select Committee following a pre-appointment hearing on 2 September 2025. 
  • The IPA is appointed for a five-year term.  
  • Additional advocates can be appointed to support the IPA in response to specific incidents.  
  • The IPA is required to produce a report annually to Parliament and has the power to produce independent reports on major incidents at their own discretion, without ministerial request. 
  • The role includes supporting victims to navigate statutory inquiries and inquests, though the IPA does not provide legal representation.  
  • A major incident is defined as one declared as such by the Secretary of State that causes death or serious harm to a significant number of individuals. The IPA will support victims of incidents that occur after September 2024.
